Muhlbauer (D) ROAD USE TAX An area of major concern to legislators, and especially rural legislators, is the first prelim- inary report on the restructur- ing of the road use tax fund (RUTF). A consultant on RUTF, for the RUTF Study, has called for a 7-year phase-in of a new formula for Iowa's 832 small town road mainte- nance needs and a re-dedication of the "off-the-top" money to roads. The 1988 legislature put itself under a March 31, 1990 deadline to develop a new RUTF or reinstate the existing RUTF. This bill set up funding for an independent committee to hire a consultant to conduct the study. The consultant suggests a 52-29- 19 split (52% of RUTF to Primary Roads, 29% to Sec- ondary and farm-to-market roads and 19% to cities. The present distribution of RUTF dollars is 45% to primary roads, 37% to secondary and farm-to-market and 18% to cities. The 8% loss in fund- ing to Counties for sec- ondary and farm-to-mar- ket roads would mean a cut Of $35 M to the Ru- ral County road system. This cut in funding re- sults in a cut of more than $500 thousand dollars to each Crawford and Shelby Co. Basically what the bill does is require the State Dept. of Agriculture to con- duct periodic inspections of .grain testing equipment used m determining the discounts, if any, in figuring the price paid for grain. This would in- volve certification of personnel conducting the test and approved practices of taking samples along with testing of all equipment used in determining the price paid for grain. The bill, HF 59, also includes a provision to establish a new concept to encourage quality grain that would provide a premium payment for grain delivered that exceeds the standards adopted by the purchasing agency or elevator. IWCC spring enrollment up Iowa Western Community College's official 1989 spring semester enrollments shows a 17 percent increase in comparison with the 1988 spring quarter. This percentage includes all tuition-paying arts and sciences and vocational- technical students at all atten- dance centers. The biggest increases in stu- dent numbers came from the part-time student enrollments at the Council Bluffs and At- lantic centers. Part-time student enrollments at the Council Bluffs center went from 551 in the 1988 spring quarter to 718 in the 1989 spring semester. At Adantic, part-time enroll- ments went from 49 in the spring of 1988 to 74 this Jan- uary. An unofficial count of new student permits at the Council Bluffs Campus showed a 13 percent increase in the number of new students enrolling in the 1989 spring semester in comparison to the 1988 winter and spring quarters combined.
